At the Professional Beauty Association (PBA), we’re proud to lead transformative change in the beauty industry through our work with the Texture Education Collective (TEC)<\/strong>. In collaboration with founding partners Aveda, DevaCurl\u2122, L\u2019Or\u00e9al USA, and Neill Corporation, we\u2019re championing legislation to make textured hair education a mandatory part of all U.S. cosmetology programs<\/strong>.<\/p>\n\n\n\n

But this movement is about more than curriculum changes\u2014it\u2019s about equity, representation, and raising the standard of beauty education nationwide<\/strong>. By ensuring every licensed professional is trained to serve all<\/em> hair types, we\u2019re expanding opportunity, closing service gaps, and advocating for the 65% of Americans with textured hair who deserve inclusive care.<\/p>\n\n\n\n

With Washington, Vermont, and Maine<\/strong> recently joining the growing list of states passing textured hair education requirements, we\u2019re seeing the results of this advocacy in real time\u2014and we\u2019re just getting started.<\/p>\n\n\n\n

NEW YORK,\u00a0July 1, 2025 \u2014 Over the last eight weeks,\u00a0Washington,\u00a0Vermont, and\u00a0Maine\u00a0signed landmark legislation into law requiring the inclusion of textured hair (defined as curly, coily, and wavy hair) education in all\u00a0cosmetology schools in each respective state, going into effect over the next 12 months.<\/p>\n\n\n\n

The new regions join a growing number of states that have passed similar legislation since 2021, including California, Minnesota, Connecticut, Louisiana and New York. Policymakers who championed the bill include Representative Melanie Morgan of Washington State, Secretary of State Sarah Copeland-Hanzas of Vermont and Senator Rachel Talbot Ross of Maine.<\/p>\n\n\n\n

The milestone achievement is a proud accomplishment of the Textured Education Collective (TEC), an alliance of professional hair industry leaders founded by Aveda, DevaCurl\u2122, L’Or\u00e9al USA, and Neill Corporation, under the Professional Beauty Association (PBA<\/strong>).<\/p>\n\n\n\n

The new laws directly address a gap in representation for the 65% of Americans with textured hair who have historically been left out of cosmetology education and so frequently lack equitable access to professionally trained and licensed stylists. The program, furthermore, offers a broader scope of skills for beauty professionals, enhancing opportunities for career growth and success as they journey through the industry.<\/p>\n\n\n\n

Washington’s legislative victory makes it the first state in the Pacific Northwest to adopt this measure. With Maine and Vermont also on board in the Northeast, the legislative movement has been gaining momentum across the United States. Louisiana enacted a similar requirement in November 2021; and TEC was then founded to champion the passage of New York’s textured education legislation in 2023, followed by Minnesota, Connecticut, and California in 2024.<\/p>\n\n\n\n
